Artist's name is Vina_RWBY (or maybe it's just Vina), reverse image search didn't really help and looking up their name only came up with other stuff they've drawn with no actual link to an account. If they have an account somewhere it's either inactive or I'm just not looking hard enough. If someone can find an actual source just put it in the comments and I'll link to it here.
