Based on what I've seen over the years, it's only safe when referencing things from outside the country (such as with Jojo).
Anything from inside the country needs to either be derivative enough that it's only a subtle reference, they pay the original company for the rights to reference it directly, or they simply bleep out a direct reference so the original company doesn't fine them.
