You know I can actually explain why is that, and is kind of ATLUS fault that the Persona series has not sold at their full potential. Every Gex game has released in every platform available at their time: PC, 3DO, Play Station, Sega Saturn, Nintendo 64, Game boy for some reason. While ATLUS in the other hand lets Persona 4 Golden on the Vita, a dead handheld for almost a decade before releasing the game on PC. And is pretty much the same for every Persona title, they tend to release only for one platform, with some exceptions like Persona 1 who had a 90's Japanese PC port. Tough to be fair Gex numbers are inflated: Gex eventually became a pack in for the 3DO, and the 3DO being a failed console meant that it was heavily discounted, so you literally had retailers giving away 3DOs with Gex alongside TVs and other appliances. Also Gex 2 and Gex 3 sold way less than the original Gex so they tended to become drastically discounted after a while.
