Job postings with impossible requirements are often used to get around a company's external job posting requirements, and less commonly in the US to show there are no candidates in the US allowing for their chosen candidate to get a visa to work in the US.

In either case, having nobody qualify is the point. They already have the person they want identified.

Yes, but wouldn't that imply that the only people they considered qualified for the job would be people who were already working for them?
