Most official art says no but then again everyone with the true ARMS trait seems to have cartoonish hands. Dr. Coyle seems to be the exception but not only is her trait a genetically modified forced variant (her ARMS dont actually coil for example thats just the tech around them), its probably just there to emphasize her status as main antagonist.
