Robyn Hearts Harp "Karen Council" TikTok refers to a viral video posted by TikToker Robyn Hearts Harp (Robyn.Hearts, @robyn.hearts.harp) in which a woman with a British accent is heard arguing with her off-camera while she's playing "Careless Whisper" on the harp, telling her that she's a beggar, that she doesn't like begging, that she's going to be arrested and that she's going to talk with the "Karen Council." Although it sounded like "Karen Council," many speculated that the woman actually said "Harrow Council," referring to a government body in Harrow, London. The viral Karen video spread on TikTok and Twitter / X in May 2024. Many praised the TikToker for being unbothered, like one viral tweet that read, "the levels of dgaf on display are pretty impressive tbh."
Origin
On May 16th, 2024, TikToker[1] @robyn.hearts.harp posted a video of herself busking, playing the harp in public. A woman off-camera starts arguing with her, saying, "I'm going to report you to the Karen Council." Furthermore, the woman said she'd never seen anyone begging, likening the TikToker to a beggar. In one day, the video received roughly 7.6 million plays and 875,600 likes (shown below).
In the video's comment section, some users believed that the video was mis-subtitled, alleging that the unknown woman said "Harrow Council" instead of "Karen Council." If true, the video was likely filmed in Harrow, London, England.

Viral quotes of the video surfaced en masse, such as one shared by X[3] user @BRYN_BORANGA on May 16th, 2024, who wrote, "actual video of a British person arriving in Heaven," earning over 58,000 likes in a day (shown below, left).
On May 17th, 2024, X[4] user @fIoobsie quoted the post, wiritng, "nice argument. however I have already portrayed myself as the gentle and serene harpist and you as the bitter and hateful pedestrian," receiving over 22,000 likes in less than a day (shown below, right).
Others harped on the idea of a "Karen Council" in their viral posts, like one quote posted by X[5] user @DDDrewDaniel on May 16th, 2024, who said that the term "illustrates a pervasive fantasy that defines so much of our authoritarian present: the longing to summon arrest or punishment, the longing to wield vicarious power through the threat of police." The quote received over 7,500 likes in a day (shown below).
