There will always be one gatekeeping rule that people will never let go of:

"Only characters that I want should be added."

Still, there are a few rules that are a bit more likely to be followed than others. It's probably pretty safe to say that a character who's already in the game as an assist trophy is probably not going to be promoted to playable in the same game. Sadly, that means I still won't be able to play as my waifu for the foreseeable future.
