I found an interview where he talks about it

"…At first, [Susie] was essentially like Maya Fey, and would serve as your small, friendly, sassy companion…she eventually transformed into something totally different from Maya. Now she’s more like the tough guy getting framed for a crime or something."

I can't find the actual comment right now, but you can see the resemblance in some of the old concept art.
