This joke is based on the fact that the Berbers' are arguably the most speed-focused civilization in the entire game. Their Villagers and Ships have speed bonuses, they have cheaper cavalry, and their two unique units are speedy mounted units.

This joke could have also been made about the Cumans due to their cavalry speed bonus, but I felt it fit the Berbers better.
