A lot of this is similar to when power hungry mods have rules like "be civil", rules that are made vague just so they can punish people they don't like. The difference is in scale, it isn't just getting banned from an anime board by some power tripping fag, it's getting punished by a government with a skin so fucking thin they'll chimp out at the most innocent joke made at them.
