Okay that's what the "Deep State" has always been. This has been an idea forever. It's not like you can clear out every post of every government position when changing presidencies, that would render the government non-functional every 4-8 years. This means there are large swathes of bureaucrats who collectively have sway over how policy gets implemented that are effectively independent of the current administration. These people are what comprise the "deep state" and they are necessary for the government to work. Trump hated them and whined about them because he was powerless to turn them into yes-men loyal to only him the same way he did with his cabinet.

What conspiracy? After the fall of the USSR, the US has very publicly funded bio-labs in former soviet states (including Russia). It was to bring safety standards up and to make sure nobody was doing illegal bio weapons research.

Although Russia stopped American cooperation years ago. Turns out the Russian mafia-state doesn't like having to turn over receipts and showing proof that they are actually spending the money on the stuff they said they were.
