If two guys got a problem? Everyone knows to go to the biggest building in town. Everyone sets it on fire. Then the guys fight and Duel to the Fiery Death. If it's a whole bunch of guys who got a dispute? They go into teams (shirts v. skins) and do a whole bunch of duels inside the biggest burning building at once. Whenever there's a Duel to the Fiery Death everyone else starts playing music in a band and the girls dress up to make things hotter (metaphorically). If you can't do a Duel to the Fiery Death? Can you explain that a bit more? My immediate thought is that under your system it's unlikely anything larger than homogenous Hamlets of a half dozen buildings would exist- because they'd be unable to grow any larger as they'd have to keep burning stuff down. Also as the system is universal what led all cultures to adopt it? What made it so effective compared to say something like regulated duels or enforced legal codes?
