To be fair, the Umbrella in the movies makes the one in the games look like a Swiss bank in terms of organization. The plot of Retribution was that Umbrella was fabricating sections of cities, cloning populations to inhabit them, and then implanting those populations with fake memories… all so they could demonstrate their latest T-virus strain. That's three different kinds of revolutionary technology invented and trillions of dollars spent, to market a bioweapon that has never, ever worked. At that point, you may as well just start feeding the zombies money.
