The game's debug mode shows that the item is decided on the frame the player touches the Item Box, and the roulette is irrelevant. The prototype version of Mario Kart 8 Deluxe contains a debug item display. It uses a gauge with colorful segments to show the probabilities of receiving specific items at specific placements in a race, with the colors corresponding to these items: However, the moment the player touches an item box, the gauge already has an arrow pointing towards a specific color. That item will be the item the player will receive, no matter at which point the item roulette is stopped. The roulette is utterly meaningless. Here we see the frame where Mario touches an item box.
