This is from an obscure 6-part OVA called "Photon: The idiot adventures" which was made from 1997 to 1999. It stars a super strong boy named Photon Earth who gains the affection of an older woman named Keyne Aqua.

When it was dubbed, Photon was given the voice of an older male likely in an attempt to hide his true age. The fact that he was still much younger than the woman who fell for him might have raised a few eye brows. Though it's clear from his more high pitched female-provided voice in the original sub version that he's just a boy.
