I mean, it's pretty commonly used on the webs, and can be used either for actual confirmation or as irony in blatantly contradictory uses. Just a thought. Let me know.

Yeah, I think it's noteworthy due to how common it is, although I don't know anything about the origin yet.

Well, it looks like May '07 is a good bet for it's appearance. As for the where, or the who, it looks like it's research time.
Edit: should I actually submit this as a meme? As I search, I'm seeing it being used as a macro quite a bit.
