copyrite and code questions

Ive been told memes are publically owned / not copyrighted, and so can be added to another website without legal issues.

My questions are:
-How do you obtain the source code for the memes? EG
http://memegenerator.net/Philosoraptor

-And also, looking at the same link, is the generator copyrighted? If not, again what about the source?

Basically I want a simple memes+add captions+save/archive tab on my website.
If the caption generator is copyrighted/not available should I just have one programmed? Seems pretty simple

The quest to obtain the source code for memes is long and arduous. If you are willing to undertake this journey you must first know yourself. Do you truly know yourself? If you are not sure you shall fail and be forever banished to the realm of the deadpool.

You're talking about ripping off the generator source code. That's not at all what's meant by "memes are owned by everybody." The memes themselves are yours to remix however you'd like with whatever tools you have at your disposal.
There are probably some open-source meme generator scripts out there somewhere, but you can't conflate ownership of the generators with the right to use an image.
