About
Youngster Joey is one of the few regular trainers to appear in the Pokemon series. He is the subject of many pieces of fan art and his pieces of his rant have become an internet catchphrase.
Origin
Youngster Joey made his debut apparence in Pokemon Gold and Silver as an early opponent of the playable character. Joey has only one Pokemon, a Rattata. After defeating him, Youngster Joey will give you his Pokegear number, allowing you to have rematches with him throughout the game. Sometimes he will call, constantly praising his Rattata as such:
“Remember my super cool Rattata? My Rattata is different from regular Rattata. It’s like my Rattata is in the top percentage of rattatas.”
The frequency with which he would call you combined with the inane nature of his comments caused many gamers to quickly become annoyed with him, and one line in particular, “It’s like my Rattata is in the top percentage of Rattatas”, reached memetic status on the internet.

Funny thing is, his Rattata really is in the top percentage of Rattata. They’ve looked into the game’s code and found it has perfect IV’s (individual values), which are numbers that influence the Pokemon’s stats.

Brother let me play his Pokemon Red file,
“Don’t train my pokemon, just catch a couple of your own and keep in hometown, just shuffle through the grass.”
Found a Rattata.
Trained it.
Left Pallet Town with a level 99 Raticate.
