…I want to assume this is original artwork but I could swear I've seen what it's a 'repaint' or whatever of…I just can't place it….

Oh my god,one thing is trying to emulate an artstyle (like many people do with Disney movies these days)but one thing is replicate an artstyle from a popular animator and nailed it so well to the point that makes you think It's a repaint.Amazing.
I could recognize that "Evil smile" from Don Bluth among hundreds artstyles.
