I can easily tell what moves we are dealing with here. I looked them up on Serebii.

The move that shoots a vortex of wind at the foe and lands critical hits easier is Aeroblast.
The move where the user electrifies itself and charges is Volt Tackle.
The move where the user tucks in it's wings and changes from a low altitude is Brave Bird.

As for which one, due to Scootaloos low sp attack we can forget about Aeroblast.
Volt Tackle is just a powered up version of Wild Charge with an increase of 30 base power.
Brave Bird is a major improvement over Wing Attack and will probably give us a bigger bang for our buck here.

Brave Bird is probably the closest to flying that Scootaloo will be able to do, so yeah, my vote here is "The user tucks in it's wings and charges from a low altitude This also damages the user quite a bit." AKA Brave Bird.
