I have a hypothesis and it's that Blizzard does not want to make another Warcraft RTS because they want to keep only one franchise per genre.

StarCraft as the RTS.
Diablo as the Action RPG.
Warcraft as the MMORPG.
Heroes of the Storm as the MOBA.
Overwatch as the FPS.
Hearthstone as the CCG.
(If only they resurrected Rock n' Roll Racing as the Racing game)
