I'm guessing it's the same as nigga please. Like if a guy is like "check out my new civic, fast huh?" and the other guy goes " nigga please! I got a Lamborghini!". I could be wrong.
In some comics it means just do it.
In other just gooby please.

In the Dolan comics, Goofy is mispelled "Gooby"
Memes like Dolan use bad grammar on purpose. It's a part of the joke.
Similar to people purposely mispelling "the" as "teh".

Let me break this down, since it's hard to explain.
You ask someone to do something. They are conflicted about it. So, you say "X please!, it'll be fine!"
"X, please" is a manifestation of a longer thought or emotion, namely "X, please stop being silly (stop thinking something that isn't true/rational)"
Basically, one isn't actually pleading for the other person to do something, more-so he/she is simply trying to brush off an assertion or feeling as nonsense.

Dolan wants Gooby to do something for him, and Gooby (especially Ferrari Gooby/Goofy) is highly suspicious of Dolan's doings, therefore, Dolan, in defeat, tries one last time to convince him.
If you went TL;DR on me, then in other words, it is a way of convincing or disappointment.
