In these days I'll probably make an Entry about this one meme

The one where an instigator sends his goons (or other people) to fight another group of seemingly harmless people and enjoys as one or the other gets beaten up

There's a surprisingly high number of variations for it, so it should be within the database, or at least be given a name.

r/HistoryMemes and the KYM uploaded seems to think "The Eternal Austrian" has a nice ring..

Not sure how that fits in with your Eternal Anglo entry.

Despite being a really common meme, it doesn't have an established name. There was a discussion a few years ago, but it had no results, so go with a description or a made up name.

The problem in naming it that way is that it implies it's a meme about Austrians alone, while there's way many more variants of it.
I'll give you a few more examples

Well, since it does not have a name of its own, we might as well give it one.
"The Instigator"
"The Provoker"
"The Man Behind The Fighting"
or something like that.
It would be appropriate naming the meme after the figure who instigates the fighting and then shakes his hands

But we could find an alternative… I'm open to options, but it needs a decent name
