I've identified it as 1990-2010

And These are, what I feel, were the 25 best Action Cartoons to be created during this era. In no particular order (except maybe grouped together by genre/network)

1. Spiderman TAS
2. Spectacular Spiderman
3. X-Men TAS
4. X-Men Evolution
5. Avengers Earth’s Mightiest Heroes
6. Batman Tas
7. Batman Beyond
8. Superman TAS
9. Static Shock
10. Justice League
11. Justice League Unlimited
12. SWAT Kats
13. TMNT 2003
14. Danny Phantom
15. Avatar the Last Airbender
16. Gargoyles
17. American Dragon Jake Long
18. Transformers: Animated
19. Beast Wars: Transformers
20. Star Wars Clone Wars (2003)
21. Star Wars The Clones War (2008)
22. Code Lyoko
23. Teen Titans
24. Samurai Jack
25. Ben 10

I'm open to hearing other opinions on this.

For me, what makes them really unique is that, despite not being particularly violent (except maybe Clone Wars) there was still a true sense of tension. Like if the characters made a mistake then they would genuinely get killed and that would be the end of their journey. Its why something like say, Powerpuff Girls doesn't make the list. There was never a fear that the girls or really, anyone else in the show, were in genuine danger of dying.

Men in Black: The Series was one of few cartoons that my Dad used to watch with me back in the day.

That intro is memorable and especially so as the cartoon's tone leaned more towards the comics, but still took some liberties from the films.
