After a little a bit of search, the name of this… meme? it's called "Dominican Frieza", which is basically some crazy guy doing crazy stuff in Dominican Republic with a very poor Frieza cosplay, usually with a motorcycle:

This meme is actually quite popular in the Latin America side, not that much though, I saw some clips about it on Brazilian territory.
As the name of this guy… well, that's a mystery of it's own. Until someone who is very close to him tells his name somewhere, this guy's name will remain unknown.
Also just a little side note: I recommend that if you want to ask anything about a name of a meme that you don't know or something like that, go reply in this thread instead, it reduces the amount of unnecessary threads in the forums.
