Correct me if I'm wrong, but it doesn't look like he's broken any rules. He hasn't harassed any users and most of the racist images stuff could be passed off as relevant to the entry.

Passed off as relevant is rather generous way of putting it. You could argue that some of his content is ever so slightly relevant to the topic, but then you get stuff like this which is not relevant to K-Pop whatsoever. There are so many examples of much milder displays of racism by the passing bait accounts which get banned after a day or less.
