Federal Regulations, also known as Black Man Dancing Saying No, is a meme trend that uses a viral video of TikToker @flyguyyagga, AKA Bomboclaat Boss, dancing and gesturing "no" with his hands. The video is typically overlayed with a joke about obscure, outdated or niche federal laws. Memes about federal regulations denying certain practices were popularized on TikTok in December 2023 and spread to Instagram in January 2024.
Origin
On January 30th, 2022, Souncloud[1] user @afasebiri posted a jersey remix of Jhene Aiko's song "The Worst," gathering over 4,000 streams in two years.
While the original video of TikToker @flyguyyagga wearing a white shirt and blue jeans while waving "no" with his hands was posted to his now-deleted TikTok page @flyguy_yaggaa, TikTokers @poopshit76[2] and @twitchnajservin[3] were the first to use the video as a meme template, posting on January 18th, 2022.
TikToker[4] @zz_angel_edit_zz posted an edit using the clip of @flyguyyagga on January 24th, 2022, a clip that was reposted by @flyguyyagga on November 8th, 2022. The video gathered over 2.5 million views and 390,000 likes in two years (seen below).
