Well the origin of this meme is very similar to another meme, president Bush giving the middle finger. It simply started when someone realized his hand gestures were perfect for a quick screen print. Next all they needed was the placement of the back box and text explaining the input one would need to perform such a skill if Obama was actually a character in the Street Fighter series. Over time this meme has built up some popularity but not nearly as much as it should be getting.
