"is that to men" is a phrase frequently quoted in response to pictures of one drag queen and one woman, the obvious joke being that the woman herself could be perceived as a drag queen.
Origin
"That look like to men" was originally left as a comment by user @cutiepie49 on Miley Cyrus' Instagram, under a picture of her with two drag queens from the finale of season seven of Rupaul's Drag Race. The phrase garnered much attention and use on the subreddit r/rupaulsdragrace because of the obliviousness of the commenter and the poor grammar, and eventually morphed into its final form "is that to men".
Spread
The phrase became a common response to pictures of Rupaul's Drag Race judge Michelle Visage with other drag queens. On the show, jokes are frequently made that Visage herself could be a drag queen despite being a woman. Responses with "is that to men" are both a reference to the jokes made on Drag Race as well as to the original Instagram comment.
Use has spread beyond jokes about Visage to any picture of two people who whose gender is made ambiguous by their "draggy" appearances. Most recently the line has cropped up on Facebook fan pages for Rupaul's Drag Race as well as in responses to the show's current and former cast's posts on Twitter.
