It is a meme depicting two people, depicting two people from a photo, probably a young couple dancing like mad, in various situations and alterations ranging from inserted texts to movie-posters with their faces inserted.

Technohonks means "Techno-fanatics/idiots" in german, since a "Honk" is someone who likes something very much, but emberasses himself with it.

Origin

Originally, the original photo was uploaded in various german forums around May 2004 (around the time of the "Fat Asian Kid") and people responded to this usually with simple alterations made in it. Later, around June in 2004 a website (http://www.despecial.de/honks/ ,now defunct) was launched, which collected pictures from various forums.

Spread and Demise

Later that year, this website was spread even further, introducing more people to the photo, which led to even more image manipulations. In October/November 2004, a lawsuit followed by the depicted people who found out being suddenly popular, but didn't find the whole thing funny at all and the website had to close.

Sadly, though the notice, lawyer's fees summed up, that I can hardly pay myself.
