In Super Mario 64, it is in fact impossible to bring all Scuttlebugs in Hazy Maze Cave together using known glitches and exploits. One of them allows rooms to remain permanently loaded if the character clips out of bounds and enters the room from the wrong side. A FIGHT press actually is made up of three parts

When FIGHT is pressed, when FIGHT is held, and when FIGHT is released.

Alt. When FIGHT is pressed, when the FIGHT bar is shown, and when you attack.

This makes one full FIGHT press

However, if one never attacks, then the last part is never counted for. This is what is called a "Half FIGHT Press" (sounds like a wrestling move :P)
