Oh dear god. I think this this is actually legit. It seems that the only source is coming from a site called "Tokyo Reporter," which makes sense because I can't easily search for or read Japanese sites for collaborating articles, but I can't find anything to suggest the Tokyo Reporter isn't a parody site or just plain making up stuff.

Though I am upset that I couldn't find any site reporting this article that had commenters making JoJo references. Mostly just people calling the guy a sicko. I did see one Ranma 1/2 reference though from a commenter.
