This is a Bri'ish take on the twitch emote "KKona" which depicts a stereotypical English sailor with yellowed teeth and a naval tricorn hat. In all honesty, it could be anyone from the British Isles since they all participated in the sea-fairing specialties of their island nations whether it was for the benefit of the British Crown or not!
