Due to an accident involving a teleporting jet plane, Tracer suffers from a condition called Chronal Dissociation. Basically, her body is out of whack with the flow of time, and she's essentially a ghost, unable to touch anything, and disappearing for hours, even days at a time.

That device anchors her back into time's normal flow, and lets her speed up or rewind her own personal timeline. But break it, and she's desynced again.

Well, according to Blizzard, Tracer can be a short distance away from it, and it will still keep her anchored. But Doomfist obviously broke it.
