It seems Google doesn't want to focus on "thought process", "values", "skills" and "perspectives" part.

The entire goddamn point of "diversity" Is to gain diversity of opinion. The theory is that a diverse cast of workers will bring different viewpoints and experiences. Simply hiring to achieve some quota of minority workers is utterly foolish if it misses the original point of eliminating groupthink. Groupthink that Google, despite their massive push to hire for diversity, has clearly succumbed to.
