The Heavy Rider boss from Sonic Mania rides a panicked Motobug called Jimmy. This is a reference to Polygon Jim, a member of the Sonic hacking community who died in a car crash in 2013 extend its wheel out to jump, which the Heavy Rider's Motobug also does

The "subject matter" was that the Mania devs were paying tribute to some dead hacker by referencing one of his mods.

It has nothing to do with Nintendo shutting down fan projects based off their IPs while SEGA allows them to exist. The closest thing relating to what you just said was that SEGA merely allowed this semi-popular hack to exist. Even then, it doesn't have anything to do with what we're talking about here.

I too don't like how Nintendo treats fan projects, but c'mon man time and place.
