Both are roughly the same level critically but Bubsy fared much better in user reviews as it didn't have all the expectations and promises to live up to.

MN9 promised "it's Mega Man but better"
Woolies strike back only promised "it's not Bubsy 3D"

Simple.
One tried too hard to be loved and something to be memorable and became a joke itself.
The other had love put into it of bringing back something which was just a joke to begin with.
