Mighty No. 9 had a Kickstarter that earned over 3 million dollars from gamers who were hoping for an amazing experience and after years of delays they were extremely disappointed with what the final game ended up being, and wonder what the hell happened to all the money people willingly sent to the devs.
Sonic Forces was simply funded by Sega using their own money and all that was promised was "a game similar to Generations that we hope fans of that game will enjoy." Also Forces launched at $40 rather than the usual $60 of most modern big-company game releases so I feel Sega kinda knew that its short length would be easier to swallow with a lower price point.
Oh and at least Sonic got another game this year that was more or less universally enjoyed, the only game Beck/MN9 is attached to that's even considered good is a game that's technically not even a MN9 game (namely Beck appears in the Gunvolt spinoff "Mighty Gunvolt" which is a pixel styled action platformer that actually does look and play more like Mega Man, and it was handled by a different developer).
