To be entirely fair, Gabriel preys on negatively impacted targets because he wants to create villains. I'm fairly sure that he would create legit heroes if he was targeting people with a more positive mindset. Then again, previous Butterfly owners might have targeted heinous and/or desperate people as long as it got the job done.
