The film would tell the story of Frieza and the Saiyans so it may be in the past or it is a new army that was seen at the end of the DBS series

I'm genuinely curious about the context for those jackets.

And Freezer's in it? Huh. I guess with Biggest Baddest Super Sand Yoshi showing up, he'd want to be part of that action. Hopefully the movie doesn't turn into Rez F 2.0 with Broly thrown in for good measure.
