I believe this image, while putting a comedic spin to it, refers more to the former than the latter: simply not caring. You know, people who just do not like to be forcibly made to partake in political talks, which happens all too often and easily on the internet as of late. And can you blame anyone like that..? Online political talks hardly ever amount to anything productive or constructive. It is just an excuse to "prove people wrong" 99% of the time, and pretty much everyone gets overly emotional about it to an obnoxious degree, as this image very well shows. Yes: everyone, not just [insert political side you dislike here]. No surprise, then, on people avoiding politics like the plague.
A different story applies to real-life talks and situations, of course. I would indeed expect people to be at least partially interested and involved in things such as extreme ideologies and capitalism/communism whenever it is pertinent and each one's opinion matters. Such talks got things like weed and gay marriage legalized in some parts, as well as make women largely have the same rights and obligations as men in the West, like voting (although the last one admittedly took much more than just talking, but well, we had to start somewhere).
Not caring is one thing, but being proud of not caring just says that you'll roll over and take any oppressive bullshit the government throws at you with no fuss
