Yep, the Smash Pikachu/Pichu lineage goes like this:

Smash 64: Pikachu

Melee: Same Pikachu, new Pichu

Brawl: Pichu evolves into new Pikachu, keeps goggles. Old Pikachu retires to Alola, and gifts new Pikachu the wizardchu hat.

Smash 4: Pikachu remains, old Pikachu evolves in retirement.

Ultimate: Alolan Raichu comes out of retirement for Pokeball role, Pikachu returns and passes on the goggles to a new Pichu.

Note the goggles on the right!
