Here's some context that will probably confuse people who don't play the game.

Effect negations (not to be confused with negating activations), as it turns out, can also be a bit involved despite seeming like an innocuous subject. It says something about the matter when people have to refer to stuff like Majestic Star Dragon to discuss this.

It's a little complicated. To start off with something simple, you know how it's illegal to activate Dark Hole when there are no monsters on the field? Likewise, cards like Effect Veiler that only negate can't be used on a monster that has its effects already negated because it won't do anything. This is also the case with cards that require them to negate effects before doing other things like Sky Striker Mecha - Widow Anchor, Ice Beast Zerofyne, and Majestic Star Dragon.

For these types of negation effects that can't legally be activated, their negation effects are not applied (even after being activated) if an effect higher in the chain negates first. The example in the comic is Effect Veiler not being able to apply its negation effect later in the chain after Fiendish Chain negates first. And as the comic aludes to, it doesn't matter if the type of negation is different.

Then there are the negation cards that are legal to activate against monsters that already have their effects negated. Those are cards like Forbidden Chalice, Black Illusion, and Divine Dragon Knight Felgrand. These seem to be the cards that include negation as part of an assortment of other effects without requiring it. These effects do apply on top of existing negation effects. Using Forbidden Chalice on Lonefire Blossom when Skill Drain is already face-up on the field will negate Lonefire Blossom if it tributes itself, for example.
