More ruling shenanigans, and some more context.  Also can someone please make you're goddamned wight it's own image?  I don't have a working computer right now.

This chapter makes more sense in the OCG since our current Skill Drain card text explicitly mentions "... while those monsters are face-up on the field". The OCG Skill Drain doesn't have that extra line, so it reads pretty much the same as Imperial Order, only differing in what cards' effects they negate. Depending on how far back you go in erratas, we here in the TCG probably had the same confusion too.

We know from the last chapter how cards like Skill Drain and Fiendish Chain can't negate monster effects if those monsters aren't on the field when their effects resolve. Imperial Order, on the other hand, does negate Spell effects activated on the field regardless of where the Spell is when it resolves. It doesn't care about the physical card, only the effect. This comes back to the whole 'effects resolve where they were activated' game mechanic. Since Wonder Wand was activated on the field, the effect resolves on the field, which Imperial Order negates.

That "the card is different" reply in panel 4 is an apocryphal Konameme in the OCG where it's said that when asked about why Mind Master couldn't tribute itself (which pre-errata did not say that it couldn't) while Substitoad could, they supposedly answered "the cards are different". Then, when asked what they meant by "the cards are different", they supposedly answered, "We mean that the cards are different."
