Imagine the reveal for the sailor and the reactions that follow. Sakurai could tease Goku only to reveal Popeye. Maybe to add salt. Goku is added as an Assist Trophy.
Popeye was going to star in Donkey Kong with Bluto and Olive in the place of DK and Pauline and even then Popeye still had a game by Nintendo later on. Clearly a better choice than Goku.
