Empty death threats are a sure sign of impotent rage. They impress no one and accomplish nothing.

What about teenagers making death threats at teenagers? That's pretty routinely ignored. How about we just say "Death threats are never okay" without discussing the shades of gray? Saying one is worse than another can lead to the impression that the lesser evil is acceptable.
