Drawing a murder =/= actually murdering someone <---so far so good
Drawing loli/shota == actually exploiting a child sexually <--- inconsistent with above logic.

That's not how logic or art works. A drawn picture is a picture, regardless of it's content. It's like you completely ignored why those two things are bad to begin with.

And if you want to use that "disturbed individuals performing criminal acts" bit, the same can EASILY apply to rape(there are copious amounts of rape porn on the internet, both real-action and drawn. I'm going to take a guess and say rape is more prevalent than child porn), murder, theft,ect

Think about it this way: would you rather have pedos masturbate to drawings of kids that don't exist, or photos of kids that do?
