It's not that Gamefreak is being incompetent, it's just that they don't have enough TIME to tweak the animations and models of all the pokemon withing their deadlines. Gamefreak rarely and the few times they have done it their game was either outright unfinished (Gold/Silver) or had issues using stronger hardware (Diamond/Pearl). delays their games, ever They themselves admitted in famitsu they were this close of pulling some pokemon out for gen 7, which not only happens to explain why there's no national dex built in the game, it also makes pretty obvious the main issue isn't the hardware. It's time. It has always been about time. XY feels unfinished because of lack of time ORAS had no Battle Frontier because of lack of time. Pokemon Z was skipped in favor of gen 7 because of time Sun/Moon has unused areas & ideas because of lack of time. And Sword and Shield won't have the entire pokemon rooster (and who knows what else) because of lack of time. No more. No less.

In hindsight, I have to say it's pretty weird how they're the only ones not willing to delay their games while Nintendo as a whole is more than happy to go along with it if it means ensuring their game is good.
