Pretty sure Masuda has stated that they really just don't care about Pokémon anymore.

Fair enough, he's probably burned out of the franchise and wants to work on other stuff. But he can't be fucked to pass the torch to someone else. Go develop some other games if he wants make other games, someone else can make Pokémon if he doesn't want to.
