Even ignoring how buggy and unpolished it was, (depending on what you played on) I still wouldn't say it was competent. With who was making it and how much money there was, there's no reason for it to have turned out the way it did.

If this was a small indie game made by a group of Megaman fans, it'd be different. But Inafune seemed more interesting with making some big franchise over having real passion for the game itself.

Hell, there were still some things I liked about the game. I think Ray's campaign was actually pretty decent compared to the main game. But like I said, there was no excuse for the issues the game had and the state it was in when it released, and that's what most people were upset about.
